The question of progress is confused and put on a wrong footing when the consciousness of happiness or unhappiness, is made the primary test. The happiness of the child is quite apart from that of the adult. Regardless of distressing circumstances, the child is able to laugh and play, and this because he is a child; a child in his ignorance of actual life, and in his inability to perceive the true conditions in which he lives. Not otherwise, I take it, was the happiness of the vast majority in Old Japan. Theirs was the happiness of ignorance and simple, undeveloped lives. Accustomed to tyranny, they did not think of rebellion against it. Familiar with brutality and suffering, they felt nothing of its shame and inhumanity. The sight of decapitated bodies, the torture of criminals, the despotism of husbands, the cringing obedience of the ruled, the haughtiness of the rulers, the life of hard toil and narrow outlook, were all so usual that no thought of escape from such an order of society ever suggested itself to those who endured it.

As to secrecy; princes are not bound to communicate all matters, with all counsellors; but may extract and select. Neither is it necessary, that he that consulteth what he should do, should declare what he will do. But let princes beware, that the unsecreting of their affairs, comes not from themselves. And as for cabinet counsels, it may be their motto, plenus rimarum sum: one futile person, that maketh it his glory to tell, will do more hurt than many, that know it their duty to conceal. It is true there be some affairs, which require extreme secrecy, which will hardly go beyond one or two persons, besides the king: neither are those counsels unprosperous; for, besides the secrecy, they conunonly go on constantly, in one spirit of direction, without distraction. But then it must be a prudent king, such as is able to grind with a handmill; and those inward counsellors had need also be wise men, and especially true and trusty to the king's ends; as it was with King Henry the Seventh of England, who, in his great business, imparted himself to none, except it were to Morton and Fox.

A quarrel arose between them and the herdsmen of Numitor, who stalled their cattle on the neighboring hill of the Aventine. Remus was taken by a stratagem, and carried off to Numitor. His age and noble bearing made Numitor think of his grandsons; and his suspicions were confirmed by the tale of the marvelous nurture of the twin brothers. Soon afterward Romulus hastened with his foster-father to Numitor; suspicion was changed into certainty, and the old man recognized them as his grandsons. They now resolved to avenge the wrongs which their family had suffered. With the help of their faithful comrades they slew Amulius, and placed Numitor on the throne.
